Privatisation of Local Government Services

Privatization of Local Government Services Privatization in Local Government: Westminster City Council and Islington Council Presentation Privatization is alluded to as â€Å"the move of the exchange of possession and control of State-claimed undertaking (SOE)†, to the private division. (Bortolotti et al., 2000; Siniscalo et al., 2001). Privatization has become a significant pattern in the created economies, the creating economies, just as in developing business sector economies. In Great Britain, privatization started in the later 1970s during the rule of the Thatcher government. It later spread across different nations and landmasses to turn into a distinctive element of â€Å"fin de sicle capitalism†. (Bortolotti et al., 2000; Siniscalo et al., 2001). Privatizations are presently regular to most nations occurring across topographical locales and financial parts. The multi year time span 1977 to 1997 saw 1,865 arrangements in excess of 100 nations worth roughly US$750billion. (Bortolotti et al., 2000). Somewhere in the range of 1977 and 1999, the all out arrangements revealed added up to 2,459 of every 121 nations worth US$1,110billion. (Siniscalo et al., 2001). The World Bank recommends that worldwide SOE esteem included saw a decrease from 9 percent of GDP in 1978 to 6 percent of GDP in the 1978-91 period. What's more, privatization has additionally tremendously affected budgetary markets. In July 1998 for instance, privatized SOEs had a consolidated market capitalisation of US$1.5trillion. (Bortolotti et al., 2000) and by 2001 the consolidated market capitalisation had ascended to $3.31 trillion. (Siniscalo et al., 2001; Megginsson and Netter, 2001). It is frequently accepted that privatization prompts progressively productive and successful administration of the undertaking which ought to thusly create unrivaled investor esteem. Notwithstanding, Siniscalo et al. (2001) takes note of that couple of governments have totally moved responsibility for to the private segment. This is prove by the way that solitary 30 percent of the 617 organizations being viewed as sold most of stock in the detailed open contributions between 1977-1999. Likewise, there was no privatization in 11 out of the 67 nations remembered for their investigation showing that there is as yet more prominent control in the possession of the state. (Siniscalo et al., 2001). There are thusly various inquiries that should be tended to including: why governments privatized; why a few nations achieve enormous scope privatization while other never privatize; how governments privatize; why a few governments privatize huge stakes while others do it incompletely. (Siniscalo et al., 2001). In this, we give an examination of a Local Government †Westminster City Council and Islington Council in London and their plans on privatization. Foundation The U.K remains the main nation towards privatization among European nations regarding the measure of state resources that have been sold up until this point. (David, 2002). Nonetheless, other European nations are putting forth attempts to find the U.K with their enthusiasm for privatization driven chiefly by the U.K model, mechanical change and the European single market program planned for evacuating non-levy hindrances to exchange the E.U. (David, 2002). The primary suspicion of privatization is that serious markets are more proficient than imposing business models in dealing with the assets of the state. It is regularly expected that SOEs can be better overseen by the private part. As indicated by the Audit Commission, the market component has decreased help costs and improve administration quality. Roughly  £80million has been spared because of ongoing effectiveness upgrades in corporate administrations because of the market component. (Review Commission, 2007). The idea of Pr ivatization was spearheaded by the U.K through the presentation of the Compulsory Competitive Tendering (CCT) in 1981 permitting the private segment to contend to convey open administrations, the goal was ‘†¦to improve the productivity of administrations that had recently been given by the boards themselves.’ (Audit Commission, 2008). The Local Government Planning and Land Act (1980) and the Local Government Planning Act (1988) require nearby specialists to subject increasingly more of their administrations for serious offering. (Frederick, 1994). The administrations secured by the CCT can be performed by the neighborhood authority’s own workers just relying on the prerequisite that the delicate offer for the agreement to offer those types of assistance is won by the in-house association. The administrations secured under CCT as characterized by the 1980 Act incorporate new development; building upkeep; and some roadway work. The 1988 Act stretched out the rundown to incorporate decline; building cleaning; road cleaning; schools and government assistance providing food; other cooking; grounds support; fix and upkeep of vehicles; and the board of relaxation offices. The rundown was again stretched out through forces allowed to the Secretary of State and the Local Government Act 1992 to incorporate part or th e entirety of every one of the accompanying administrations: the board; security; building; designing; property the executives; account; faculty; legitimate; processing; corporate and authoritative; lodging the executives; home-to-class transport; libraries and theaters. (Federick, 1994). Since its establishment, there have been huge advantages of CCT as far as cost reserve funds and in upgrades in administration quality. (Frederick, 1994). In-house associations have frequently been enhanced by proficient private part providers. A portion of the agreements have been won by direct help associations or direct work associations which c work in little sizes, are more cost cognizant and responsive. These associations have additionally improved the efficiency and nature of administration. (Frederick, 1994). Notwithstanding the advantage of CCT Federick (1994) watches one issues with the CCT. Under the CCT, neighborhood specialists are not permitted to embrace the arrangement of specific administrations in-house. Neighborhood specialists should in this manner do without the option of undertaking the action in-house regardless of whether the in-house choices ends up being the most practical methodology. This is not normal for the case for private part associations that can su rvey the harmony between association expenses and exchanges costs and choose, based on cost-adequacy, regardless of whether to re-appropriate or to attempt the action in-house. (Federick, 1994). The advantages of CCT can along these lines be put under two classes including; (I) improved authoritative administration ( coming about because of more clear goals, enunciation of gauges and setting of targets, better checking, revamping of work to improve profitability, decrease of waste, and so forth) accomplished in light of the boost of serious correlation (and accordingly the possibility of contracting out); (ii) replacement of (lower) exchange costs for (higher) hierarchical expenses. (Frederick, 1994). CCT empowers rivalry among specialist co-ops and accordingly guarantees that neighborhood authority administrations are given productively. Citizens subsequently accomplish more noteworthy incentive for their cash. In any case, the fundamental issue with CCT is that client esteem prerequisites are dictated by the nearby committee or authority and not by the citizens (or customers) of the administrations gave by the neighborhood specialists. The best CCT can accomplish for shoppers is that it is fit for making sure about the most productive arrangement of the administrations that the neighborhood specialists consider as important to be given, not those really needed by the buyers. (Frederick, 1994). CCT has likewise made boards to be increasingly mindful of the purchasers of neighborhood authority administrations. Reviews are presently led by numerous kinds of board to discover what the open thinks about its administrations and how they might want the administrations improved. Nonethe less, this those not still add up to offering the types of assistance that the purchasers really need. The committee just improves those administrations that it feels are required by the buyers without asking them what they really need. By so doing, purchasers keeps paying for the administrations through duties despite the fact that they may not be getting any an incentive from them. Westminster City Council and Islington Council Westminster City Council In accordance with CCT West Minster City Council has been attempting to enhance the administrations it gives to its purchasers by requesting the administrations of direct help or direct work associations. The goal of the Westminster City Council is to convey a world class city, based on the conveyance projects of Order, Opportunity, Renewal and Enterprise. West Minster City Council was one of the committees to start privatizing its administrations even before the usage of the CCT. For instance, the committee included the administration of its indoor recreation habitats to its rundown of administrations subject to CCT ahead of time of legitimate government enactment with the target of looking for tenders in mid 1988 for contracts starting in September 1988. (Prokopenko and Pavlin, 1991). The goal of the delicate was for the administration of one or the entirety of the 5 relaxation fixates and depended on shortfall financing. Contractual workers were relied upon to incorporate close by quotes in their plan strategies that could be utilized to diminish the shortfall while simultaneously improving the administration. The agreement was granted to City Center Leisure (CCL) after extreme rivalry with contenders. CCL was granted an agreement to oversee two out of the five relaxation places including the Queen Mother Sports Center in Victoria and the Seymour Leisure Center in Marybone. The agreement which with all out expense  £2,590,300 conveyed a term of five years. (Prokopenko and Pavlin, 1991). Following a half year after the agreement was granted, there was an expansion in the quantity of individuals who utilized the offices by 27,000 when contrasted with a similar period during the earlier year. The variables that added to the expansion in the utilization of the administration include: expanded chances to utilize the administration, for example,

Death Penalty Essays (551 words) - Capital Punishment, Law, Penology

Capital punishment Essays (551 words) - Capital Punishment, Law, Penology Capital punishment The United states is the main western majority rule government that despite everything rehearses the death penalty. There have been more than 4050 executions since 1930. In 1994 alone, there were 257 executions in the United States. Individuals who have faith in the death penalty state that this dehumanizing process deflects wrongdoing. This is bogus on the grounds that capital punishment has been demonstrated NOT to deflect wrongdoing. Indeed, during the 1980s, states rehearsing capital punishment arrived at the midpoint of a yearly pace of 7.5 criminal murders per 100,000, while annulment states arrived at the midpoint of a pace of 7.4 per 100,000. That implies murder was in reality MORE typical in states that utilization capital punishment. Lawbreakers nonsensically perform violations, in this manner, life detainment should hinder a normal individual itself. Furthermore, no criminal carries out a wrongdoing on the off chance that he accepts he will be gotten. Capital punishment is ethically off base. For what reason do governments murder individuals to appear others that executing isn't right? Would society permit assault as the punishment for assault or the consuming of pyro criminals homes as the punishment for torching. Each time we execute somebody, we sink to a similar level as the normal executioner. What is the distinction between the state executing and an individual murdering? The final product is the same....one all the more dead body, one increasingly set of lamenting guardians, and one more burial ground opening. Each time we execute somebody, we are desensitizing the estimation of human life. Capital punishment isn't presently, nor has it at any point been a progressively efficient other option to life detainment. An examination by the New York State Defenders Association indicated that the expense of a capital preliminary ALONE is more than twofold the expense of life detainment. They likewise reasoned that a capital punishment case costs around 42 percent more than a case bringing about a non-capital punishment. Since 1976 the United States has burned through 700 million dollars in it. Another motivation to dispose of capital punishment is the chance of mistake. Some of the time an individual may be killed who is blameless. At any rate 23 individuals have been executed who didn't carry out the wrongdoing they were blamed for. Also, that is just those that we are aware of. At the point when we execute an honest individual, the genuine executioner is still in the city, prepared to deceive another person. On the off chance that the guiltless individual is executed, at that point the case is shut for eternity. Or on the other hand, at any rate until another person gets slaughtered by the genuine culprit. In the event that capital punishment isn't a viable method to prevent wrongdoing, at that point what is? The main path is to keep it from happening rather that uphold unforgiving discipline to frighten away potential wrongdoings. New York brought down crime percentages by putting more cops on the road, not by longer prison terms or capital punishment. This was successful in such a case that you think about it, if I somehow happened to loot a store, first I would hope to check whether any cops were around. In the event that I would see one riding around the square and another watching the boulevards, I would mull over it. Additionally, the accessibility of handguns assumes a significant job in murder rates. It is much simpler to slaughter somebody by placing one projectile in their mind rather than wounding or choking somebody. On the off chance that we decline the accessibility of handguns, at that point I ensure there will be less killings. There are numerous approaches to do it, however it is certainly time to, for the last time, EXECUTE capital punishment.

Tutankhamun and the Golden Age of the Pharaohs...

Ominous, monolithic wooden doors, slanted backwards to accentuate their apparent height, swing slowly and automatically outward, beckoning the carefully counted herd of visitors into a darkened room lit only with eerie blue light trickling out of hieroglyphic sconces. Doors close behind, the lights dim - so begins the visitor’s journey among the treasures of ancient Egypt. Each visitor’s Egyptian immersion, however, started long before entering the â€Å"Tutankhamun and the Golden Age of the Pharaohs† exhibit at the San Francisco De Young museum. Such a gross dramatization of Egyptian culture can and does occur, as its only stakeholders are those with moneyed interest in the exploitation of antiquities – modern society has very little direct attachments to ancient Egypt beyond its treasured artifacts. In the case of â€Å"Tutankhamun and the Golden Age of the Pharaohs,† this manipulation and romanticizing of Egyptian history is felt in its full effect, a direct reflection of the personalities and goals of those who created and funded the exhibit, with the ultimate goal of drawing more visitors and more profit. Revelational Christian Ethics is the discovery and the study of God’s manifestation of Himself to humanity by His divine historical acts and His inspired word. Through general†¦show more content†¦Historically, He did so by the way of angels, prophets and apostles, visions, and dreams: at specific times to specific persons. However, God’s ultimate special revelation was seen in His Son, Jesus Christ, as He was the physical representation of God. Through Jesus and His teachings, He reveals God to us. 2 Timothy 3:16-17 explains â€Å"All Scripture is God-breathed and is useful for teaching, rebuking, correcting and training in righteousness, so that the man of God may be thoroughly equipped for every good work†(ESV). In seeking His truth and understanding of God’s moral tenets, we must apply the principles of Biblical hermeneutics. This approach enables one can interpret the literal meaning of Scripture (Jones, 2016, 58). Through the process of exegesis, we eliminate the possibility of self-interpretation by examining the whole context of the verse, including the preceding and proceeding passages, to determine the meaning of the inspired text. This also includes deciphering the historical and cultural background, circumstances, and grammatical context to understand the message conveyed by the writer to the people of that time and place in history. In addition, one sh ould carefully evaluate any parallel passages as a means to help them determine the author s intended meaning of the text they are studying and its relevance to a specific circumstance. Throughout the Bible, God reveals commands, ethical principles, and moral absolutes

Music Media In the music media industry, I do not believe in having illegal music. There is no point in having illegal music. I do not support having illegal music because of the money, illegal music can cause trouble, and there should just be no more illegal music. Self-Disclosure to Improve Interpersonal Relations and Future Personal

Question: What isInterpersonal Relations and how to improve them? Answer: Introduction Interpersonal relationships play a huge role in any relationship whether personal or professional thus making it important for each person to develop a positiveapproach linked to self-disclosure. Self-disclosureinvolves the approach and methods which a person uses to convey a massage or inform others regarding their feelings. Self-disclosure also plays a huge role towards informing other people regarding ones personality, attention and interest towards certain jobs. But while many people may consider their method or style of self-disclosure to be negative, its important to understand the habit CAN be changes if one is willing to look back and identify the problems so as to make the required changes in the future. Reviewing Your Past Self-Disclosure Technique To make changes to ones habits, its important to take a walk back inones history and identify your own weaknesses. Each person knows their weaknesses very well and can only make changes to the weakness only once they accept they have the weakness. Its also very important to take independent feedback from friends, family and professional around you since they will have noticed other interpersonal relationship habits which may also require to be changed. For my case I had and may still have several negative interpersonal habits but themajority of the weakness in my personality and interpersonal relationship habits was linked to lack of self-confidence. This resulted in developing several negative habits when dealing with other people such as the inability to look at them directly in the face, the inability to speak load clearly and the development of antisocial habits (Cozby, 1973). Each of these habits has had a devastating effect on my past life but I have also had several positive habits which have plays a big role towards reversing the negative to become positive over time. The craving to continue learning has helped me learn a wide variety of skills which will ultimately help me in the future. The Present and Transition Period As mentioned earlier changes are only possible when one wants to make them so its important to review ones habits so as to identify aspects which require the change. The lack of confidence had been developed in me from a young age by my elder sibling who resulted in developing the lack of confidence. As I grew older I began realizing I had the ability to learn and perfect skill very quickly but never had a chance to exploit them so I decided to make a major change in life. This change comes in the form of simply shunning negative influences around me and concentrating only on the positive contributors. The change meant that I suddenly was capable of exploiting my mind by learning and changing many negative habits and improving on the positive ones. I also extracted myself from a negative atmosphere and was suddenlyamong people who had not direct interest linked to me and was communicating just out of friendship.Thats when I began collecting important insight from friends and professio nalsregarding some negative interpersonal relationship habits. The avoidance of eye contact was a major concern as it immediately sent out the massage that I lack competence and confidence in myself. Lack of confidence had resulted in me being unable to look people in the eye and would look down due to not being sure I was capable of delivering positive results (Derlaga,, 1987). This led me to experience major complication during interviews where human resource managers would notice the lack of confidence and competence on my behalf and reject my application.Action had to be taken and is happened after visiting a psychiatrist who also noticed the problem and provided medication to help relax my mind. That was the beginning of the revelation in my life where I have constantly persevered to improve myself over the years. Future Personality Targets and Aims Nowthat I have clearedmy mind and identified important negative aspects of my interpersonal relationshiphabits, I am better able to improve on the weaknesses. Although many interpersonal relationship habits changes have been experienced, I continue to hold on to some which remain embedded to my mind. The important aspect linked to improving this weakness is that I know regarding the weakness and constantly working towards eliminating it. I continue to experience serious complication linked to mixing with certain individuals and especially neighbours and continue to find myself discussing personal information within the professional setting. I also have noticed I tend to lose interest with work fast and mainly looking to secure a new job to satisfy my unquenchable thirst to learn something new. Thishas resulted in me joining and losing jobs quickly with my longest job lasting just 2 years. These are major negative interpersonal relationships habits I continue to have but hope to change them over time and as I gainmore experience.Interpersonal relationship can altered over time as long as the individual has the will power to recognise the weakness and desire the changes to happen. Conclusion As the global business and employment markets grow ever increasingly competitive its important for each profession to consider developing the interpersonal relationship as well as their personality. This would help increase the number of opportunities the individual secures during their career (Johnson, 1972). Developing a positive interpersonal relationship also results in building better professional ties which ultimately lead the individual to developing a successful career. This occurs due to the person being able to discuss ideas and plans professionally with the concerned people. Many people lack the required interpersonal relationship approaches linked to business and professions thus resulting in many failing to maintain their positions at work. In many situations professionals are also unable to separate their personal goals and ambitions from their professional goals result in many over-expecting from the employer. This leads them to experience serious managerial complicati ons at work where the individual is constantly to clashing with their co-workers and managers. Each of these aspects requires to be closely observed so as to improve each person interpersonal relations and improve their personality as well as professionalism. References: Johnson, D. W. (1972). How America Has Changed Forever free essay sample

Americans to this day will never act or feel the same way as they once used to. What we did then and how we did it, we can no longer do now. It has been over twelve years since the United States went through one of the most horrific, terrifying tragedies in all of United States history. As we all know today, on September 11, 2001, Al-Qaeda terrorists hijacked four passenger airliners so they could be flown into buildings in suicide attacks. Two of those planes were intentionally crashed into the North and South towers of the World Trade Center complex in New York City. For this reason, there has been an enormous amount of changes in the United States. The three major areas that have changed are the airport security, the government, and the psychological impact. Before the attacks on the World Trade Center, airports security was fairly simple. For instance, passengers only had to show your ID and passengers were allowed to bring sharp objects on board such as: penknives, box cutters, and sharp scissors. We will write a custom essay sample on How America Has Changed Forever or any similar topic specifically for you Do Not WasteYour Time HIRE WRITER Only 13.90 / page Passengers were also allowed to walk through security with their shoes on, a belt on, or even a drink in their hand. Whereas now, we have adopted a new form of security called the Transportation Security Administration. Security now stops you at every checkpoint and you have to show your ID. Also, you cannot carry sharp objects onto the plane. You now have to take off your shoes and belt, and have them ran through a metal detector. Another key point is that passengers are not allowed to have liquids above 3. 4 ounces when going through the checkpoints. Special items such as laptops must be pulled out of the luggage. One of the most noticeable changes is the need to arrive at the airport early. The United Airlines website, for example, suggested airport arrival times include this recommendation for Los Angeles International: â€Å"Customers with checked baggage should arrive 2 hours before flight departure. † Due to the excessive wait at security, an early arrival is necessary. The airport security was not the only factor the United States enhanced, but the government as well also made changes. Due to the attacks, for this reason, the United States adopted the Patriot Act. The purpose of this act is to: deter and punish terrorist acts in the United States and around the world, enhance law enforcement investigatory tools, and for other purposes. There were also more than one hundred and thirty pieces of legislation introduced that related to the attacks during the first year. Such as: the Aviation and Transportation Security Act, the Enhanced Border Security, and Visa Entry Reform Act. To be sure to stop another tragedy happening, the government created agencies after the attacks that include the Department of Homeland Security, which consolidated other agencies, including the U. S. Immigration and Naturalization Service. The last significant change that the United States has faced since the attack is the psychological impact on how we Americans view immigrants. To put it another way, some Americans responded with fear, anger, as well as a growing intolerance for immigrants, especially against those who are or appeared to be from the Middle East. For this reason, many Muslims and Asians in the United States reported that they were the victims of harassment and hate crimes days after the attacks. In fact, some Muslims were shot and killed only because of their race. Not only were people shot, people were also targeting institutions that related with the Islamic faith. Mosques were attacked as well as other religious buildings, including a Hindu temple in St. Louis, Missouri. Anger and fear are not the only psychological consequences that we Americans have faced, but also posttraumatic stress disorder. According to figures from three New York City 9/11 health programs, at least 10,000 police officers, firefighters and civilians directly exposed to the World Trade Center attacks have been diagnosed with posttraumatic stress disorder. Twelve years later, we Americans are still impacted from this tragedy. We will always be emotionally distraught, nor we will ever get back the loved ones that have passed away in the tragic incidents. On the positive note, the government passed many regulations to make sure that there will never be a 9/11 repeat.

How to Conjugate Influencer (to Influence) in French

How to Conjugate Influencer (to Influence) in French As you might suspect, the French verb  influencer  means to influence. Yet, when you want to say influenced in the past tense or influencing in the present tense, youll need to know how to conjugate the verb. A quick lesson will introduce you to the most important conjugations youll need. The Basic Conjugations of  Influencer French verb conjugations are not the easiest lessons and some are more challenging than others. Influencer is a spelling change verb and that may sound scary at first, but its not bad and theres a good reason for it. The spelling change affects the  c  at the end of the verb stem  influenc-. Typically, when that letter is followed by the vowels  a  or  o, the sound is hard as in cat. To retain the soft  c  sound in the conjugations with endings that begin with these vowels, the  c  changes to a  Ãƒ §. Other than that minor difference in some verb forms,  influencer  is conjugated like a  regular -er  verb. Using the chart, you can study these conjugations by pairing the subject pronoun with the present, future, and imperfect past tenses. As an example,  jinfluence  means I am influencing and  nous influencions  means we influenced. Present Future Imperfect j' influence influencerai influenà §ais tu influences influenceras influenà §ais il influence influencera influenà §ait nous influenà §ons influencerons influencions vous influencez influencerez influenciez ils influencent influenceront influenà §aient The Present Participle of  Influencer Due to the -ant  ending used to form the  present participle  of  influencer, the spelling change is required here as well. That gives us the word  influenà §ant. Influencer  in the Compound Past Tense Passà © composà ©Ã‚  is another way to say influenced in French. This compound past tense requires the  past participle  influencà ©Ã‚  and an auxiliary verb. To form this, conjugate  avoir  into the present tense for the subject, then add  influencà ©. This leaves us with phrases such as  jai influencà ©Ã‚  (I influenced) and  nous avons influencà ©Ã‚  (we influenced). More Simple Conjugations of  Influencer Among the other simple conjugations, you may need for  influencer  are  the subjunctive  and  the conditional. Both give the act of influencing some uncertainty, though the conditional says it will only happen under certain conditions. If you read or write much French, you will likely encounter  the passà © simple  and  the imperfect subjunctive. These are literary tenses and used frequently in formal French writing. Subjunctive Conditional Passà © Simple Imperfect Subjunctive j' influence influencerais influenà §ai influenà §asse tu influences influencerais influenà §as influenà §asses il influence influencerait influenà §a influenà §Ãƒ ¢t nous influencions influencerions influenà §Ãƒ ¢mes influenà §assions vous influenciez influenceriez influenà §Ãƒ ¢tes influenà §assiez ils influencent influenceraient influencà ¨rent influenà §assent It is possible that you will find some uses for  influencer  in  the French imperative.  When you do use it, all formality is dropped and you can skip the subject pronoun. How the Internet is Changing Market - Research Paper Example The marketing research activities are based on a number of techniques to gain potential information from the marketplace. Activities of primary research which enables the use of primary tools can conduct interviews on groups of people or on specific individuals. These interviews conducted over focus or target groups are conducted either personally or through telephones or by rendering mails. Again the data can be gathered by the researcher through the conducting of experiments where control over the data variables is rendered through effective observation. After the division of the population into focus groups questionnaires are designed to conduct interviews to help retrieve potential data. After collection of potential data the same can be tested using statistical tools or hypothesis is conducted on the same to help retrieve potential inferences (Isikli, 84-88, Jakubiak, et. al. 7-11). Killology Essay Example for Free

Killology Essay Do violence in the media and interactive entertainment, such as video games and movies, influence children to have the will to kill? According to Lt. Col. Dave Grossman, an expert on the psychology of killing, both play a big role in child murders. There are several methods to this madness by which people can actually motivate themselves to take another human life, such as, operant conditioning, classical conditioning, brutalization, and role models. These practices are used in the military to train soldiers to kill, just as the media is doing to our children. Monday, December 1st, 1997 began like any other day for the students of Heath High School in Paducah, Kentucky. Student Michael Carneal rode to school with his sister, carrying with him, what he claimed to be, an art project. As his fellow classmates gathered that morning in the lobby of the school, holding a prayer group, he fired eight rounds from a . 22 caliber pistol. Out of those eight rounds he landed five head shots and three upper torso shots, killing three teenagers. Not only did he land all eight shots, but the shots were so precise that elite military and law enforcement agencies were stunned by his expertise. The fact that he had never fired a real gun in his life was something that disturbed authorities even more. Nowhere in the records of military or law enforcement history could the â€Å"equivalent† achievement be found. So what was it that made this young man so violent and deadly at such a young age? (The shooting, 2010, para. 1) It’s one of the methods used by the military to train their soldiers called operant conditioning, a powerful procedure of stimulus-response training techniques that attempt to influence behavior by manipulating reinforcers. They learn to fire at realistic figures that pop up in the field. The stimulus is the target, and the response is, shooting to kill. This procedure is repeated over and over, hundreds of times, until their natural response when someone pops up on the battlefield is to kill. Research has suggested that violent video games played a big role in the choice Michael made that day. He was trained through operant conditioning just as the soldiers are, except his was through violent video games. Following the shooting there was a $130-million law suit filed against the video game manufacturers in that case. This case is said to be working its way through the appeals system of the courts. (Metcalf, Stubblefield, Ettinger, 2011, p. 152) Violent video games train our children to kill, glorify violence, desensitize them to suffering, and trivialize violence. Every time a child plays an interactive video game, he or she is learning the exact same conditioned reflex skills as a soldier or police officer in training. Kids are playing more and more violent video games that are rated for a mature audience. So, ask yourself this question; how do fourteen year old teenagers obtain video games that are rated â€Å"Mature? † Better yet, why are they allowed by their parents to play the evil, sadistic games? Parents should replace the violent video games with non-violent, stimulating, and educational games; those which enhance knowledge, creativity and imagination. The violent crime rate is at a phenomenally high level, not just in America, but worldwide. According to Interpol, the per capita assault rate increased nearly fivefold in Norway and Greece between the years of 1977 and 1993. In Mexico and Brazil, the numbers are skyrocketing, and in Japan juvenile crime went up by thirty percent in 1997 alone. (Metcalf, Stubblefield, Ettinger, 2011, p. 150). The virus of violent crime is occurring worldwide, and the explanation for it has to be some new factor that is occurring in all of these countries. There are many factors involved in the action of violent crime, and we must never downplay any of them. There is only one new variable present in each of these nations, and it is that media violence is now being presented as a viable entertainment option for children. Metcalf et al. , 2011, p. 150) Another method used by the Japanese, in World War II, which we also see done with the media, is classical conditioning. This technique is best remembered as Pavlovian conditioning, associating a stimulus with a response according to a specific reinforcement schedule, such as violence linked to pleasure. As Pavlov did with the dog, by associating the bell with food and eventually the dog could not hear the bell without salivating, the media does with the children. How often do we watch the news and learn of something good that has happened in the world? They are always focusing on all of the violence that is going on in the world. Our children see this as well, and they learn to associate death with pleasure. To better understand the role that violence and the media inherit, in the entertainment complex, plays in the increase of murders among the young and impressionable. We must first look at the methods by which killers can be made. Though such a difficult subject cannot be completely explained by these factors alone, it is important to note the contribution each one makes. Throughout the course of human history, it is thought that healthy members of most species have a natural resistance to killing their own kind. However, when human beings are overwhelmed with anger and fear, thought processes become primitive. We slam head-on into that hardwired resistance against killing. One of the methods that shift this natural resistance is what is commonly known as brutalization. Quite similar to a military boot camp, brutalization is a forced shift in values. The subject is made to conform to a new set of rules, abandoning all sense of individuality. They are trained relentlessly in a total immersion environment and the end result is a person who not only embraces the violence and the discipline, but accepts them as normal and an essential survival skill in a new and increasingly brutal world. (Metcalf et al. , 2011, p. 151) A very similar thing is happening to our children through violence in the media. At eighteen months old, a child can begin to understand and mimic what they see on television, and up until the ages of six or seven they are physically, developmentally, and psychologically unable to distinguish the difference between fantasy and reality. When they see an instance of rape, murder or degradation on the television or in the media, to them it is real. Some of them welcome the violence and accept it as a normal and vital survival skill in a cruel, new world. In nations, regions and cities where television is a constant source of entertainment, there is an immediate eruption of playground violence, and within fifteen years, there is a doubling of the murder rate, but why fifteen years? That’s how long it takes for a desensitized toddler to reach their â€Å"prime crime† years. Metcalf et al. , 2011, p. 151) By the time the brutalized toddlers have reached their teenage years, they have developed role models. Today, violence in the media is providing our children with role models. When the images of young killers are broadcast on television, they become role models. The media has every right and responsibility to tell the story, but they have no right to glorify the killers by presenting their images on television. (Grossman, 2000, p. ) The ultimate achievement for our children is to get their picture on television, and with such vulnerable, young minds they are willing to do whatever it takes to achieve that. I say it is time for the world to stop televising such violence and let law enforcement deal with it. If they know who the killer is then why does it have to be broadcast for our children to see? I truly believe that the media is highly responsible for a lot of killings in this world, along with the violent video games, and I pray that one day there will be something done to stop it.

Ethnography - Inter-team Conflict with the Coach :: Ethnography

Ethnography - Inter-team Conflict with the Coach Recently, two strong sophomore players quit the varsity women’s water polo team. They said that they were no longer having fun, one saying that the time commitment â€Å"just was not worth it anymore,† while the other said that playing polo at Oxy was making her more and more unhappy.† Earlier in the season, one of the players who was named first team All American and MVP of the National Tournament, also almost quit the team for good. Again, her reasoning was that the game was not fun for her anymore. She also expressed that she felt unappreciated by the coach for her efforts at Nationals, as well as for her leadership on the team on a regular basis. These withdrawals reminded me of the last two years when I was on the team. I recall how often I would hear the other players express their discontent about being on the team. However, the problem did not lie in the team in itself, but rather in the coach and his ways. Interestingly, although I was a member of the team, I truly was not aware of the problem at hand. I, above and beyond, was a novice player and almost never received anything but positive encouragement from the coach. It is important to realize that I had never played, or even seen, the game of water polo before coming to Oxy, and therefore learned a lot by coming to practice and watching and learning from the reminders and criticism that the coach would give. Nevertheless, I did have a lot of experience swimming under various coaches—some of whom where the meanest of the mean. It is for this reason that I felt that the other players were often being overly sensitive to the criticisms (which I viewed more often than not as constructive) that the coach would give. Of course, there would betimes that I felt that he would pick on (or yell more at) certain players. But I believe that there are few coaches that specifically try to bring down moral and cause players to hate the game. Yet, despite the fact that the coach may not mean to bring down moral and cause players to hate the game, it seems he has done something to cause two, almost three, players that played in the National Championship tournament to quit the team.

The Reality of Juvenile Delinquency

Juvenile delinquency can be described as a situation whereby a young person commits a crime. Juvenile delinquents are usually teenagers who are under eighteen years old. Juvenile delinquency can also be defined in terms of behavior that is in contrast to the norms of the society (Roberts, 2000). To be classified as a juvenile delinquent, a youngster must commit a crime through breaking either a state of federal law. Juvenile crime has become one of the most serious issues plaguing the nations and societies globally. There is wide range concern that has become mutual to the public, state as well as the government at large. The rate of juvenile crime has dramatically reduced since the mid-1990s (McCord, Widom, & Crowell, 2001). However, teenagers in the 21st century are still more prone to committing a crime as they are still immature and are not yet capable of thinking like adults. Despite the drastic decline in delinquency crime among the youth, the public and states are still concerned over the trends in crime among the youth. Morgan (2017) states that majority of the crimes which youth engage in includes minor vandalism as well as shoplifting. In addition, a small number of youth engage in crimes that are severe or violent such as rape or aggravated assault.Factors that lead to Increase in Juvenile DelinquencyAccording to Islam (2017), there are numerous reasons that may drive young people to take part in delinquent behavior. They include:Lack of communicationChildren may be tempted to find solace in other activities other than their houses if there is lack of communication between them and their pa rents. Lack of proper communication between members of the family may lead to the young people feeling the lack of unity, understanding or trust. These feelings may lead to a lower self-esteem or confidence in themselves. As a result, the teenager may lose their sense of individuality and may, in turn, participate in activities that are frowned upon just to boost their confidence. The teenager may follow peers blindly which results in them adopting a lifestyle that are unhealthy. Some of these lifestyles include shoplifting to get items that they cannot afford or they are not supposed to use such as cigarettes. Although the teenagers are aware that these behaviors are wrong, they still do them in the hope that they will be accepted by their peers.Brocken familyThe family plays an essential role in shaping the behavior and characters of their children. The parents are also responsible for mentoring the personality of their children. The teenager may embrace the ethical as well as moral values from the parents or other relatives in the family. In addition, teenagers may demonstrate traits of juvenile delinquency if they are experiencing problems at their homes. Families that are broken or have bad relations can result in teens going astray or even becoming violent. Furthermore, homes that have single parents have children who are more likely to become juvenile delinquents since the parent is always busy working and is not able to spend more time with their children. As a result, the teenagers may seek attention from their peers or other groups who may contribute to their delinquent behavior.Lack of Moral and Social TrainingParents and guardians are responsible for teaching their children the moral and ethical values. Parents may pay more attention in their works in attempts of earning more money for the family and, as a result, neglect their children. Since parents are always working and rarely have time to spend with their children, the children may turn to other people who are willing to spend more time with them. Thus, they may end up in bad company that is likely to lead them to delinquency as they seek for attention. Teenagers who have not gone through the process of moral and social training are often caught up in the web of juvenile deli nquency as they are unable to identify what behaviors are wrong or right. In addition, teenagers will be unable to properly interact with others as they lack skills in social and moral values. As a result, they may be perceived as arrogant and selfish. Thus, they may end up having a lower sense of confidence in themselves. Additionally, teens that lack training in moral and social conducts may be unable to respect the rules of the nation and thus commit delinquency crimes.Lack of FinanceTeenagers, as well as young adults, may take part in criminal activities in an attempt to improve their conditions financially. As a result, they may become juvenile delinquents because of lack of finances to sustain their lives. Teenagers may also engage in delinquent activities to try and help their families financially. For instance, a teenager may engage in activities such as selling drugs or stealing in order to improve their financially stability.Role of the Society in Prevention of Juvenile DelinquencyJuvenile delinquency requires the combined efforts of all sectors of the society. These sectors include the family, school, public, and even the government. Each of these sectors plays a key role in the prevention of delinquency crimes.Role of the familyThe family can be considered as the central institution in the society whose function is to nurture the socialization of their children while they are still young. Parents have delegated majority of their child-rearing responsibilities to babysitters, providers in the daycare and even to nannies. The changes are big. However, some families are able to adjust and function as healthy units. On the other hand, some families have unable to adjust to the changes and end up crumbling under the stress and pressure, in turn, damaging the lives of their children. Even though the family is unable to control the influences from outside, they are still capable of significantly influencing the extent to which children are exposed to the agents of socialization. Children are socialized at home first where they learn the values, behavior and beliefs from their parents and guardians. If a disconnection occurs in a family that was once orderly, the children will be most affected in a negative way. One of the major disconnections may include divorce where control over the children shifts from both parents to one parent. Thus, a home that is broken could be a strong factor which will determine the child's behavior of violating the law. The parents have the ultimate control over their children's behaviors. Social Solutions (2016) explain that there is a higher chance of positive results if parents spend more time with their children and in turn reduces the rate of delinquency. They further state that a study from the University of Columbia indicated that there was a lower likelihood of delinquency from teenagers who spent dinner with their parents between five to seven times in a week as compared to those who rarely spent time with their parents. In addition, the study found that teenagers were more likely to engage in bullying behavior if their parents were not involved actively in their lives. This activity may further lead to the teenagers joining gangs or taking part in violent behaviors. Thus, parents may help greatly in reducing the rate of delinquency by taking part in the lives of their children. However, parents are not the sole solutions to delinquency as they are not even aware of the abilities they possess in reducing the delinquent behavior.Role of the SchoolMajority of the life of the child is spent at school. There are some relationships that exist between the activities in the classroom and delinquent behavior. Dedmon (2017) explains that delinquency is connected to achievement in academics where the child's nature and quality of experiences in school are directly linked with the issues of delinquency. Schools can be identified as the foundations where the influences of the adults and the society are incorpora ted into a teenager. Education that is obtained in schools is the direct path in which young people can be able to get prestigious occupations. Thus, if the teenagers feel disadvantaged in this sector through poor performance in school, they are likely to develop deviant behavior. In addition, there are students who have been labelled as â€Å"bad students† as they have a habit of disobeying figures of authority directly. These students may also demonstrate signs of aggression or hyperactivity. Thus, the labelling may influence the teenager to act in accordance with the label they have been given. Therefore, teenagers may engage in delinquent behaviors as ways of self-fulfilling the expectations that come with labelling. Majority of the delinquency prevention responsibilities fall on the school as it provides a situation that juveniles can socialize. The officials in education sector need to come up with more programs that will enhance the effectiveness of the school as an instrument of delinquency prevention. These programs should seek to address the serious issues among teenagers in school such as stereotyping, tracking, and even labelling. The schools should take on a proactive technique in improving the self-image as well as the psychological assets of the students. Schools should also facilitate the necessary resources that students need to succeed as well as be able to repel any behavior that is antisocial. In addition, schools should also emphasize on the constant development of the student's cognitive sector through increasing the awareness of the student on the dangers of substance abuse, violent behaviour or even delinquency. Schools should also provide counselling services that will be available to assist students who have started to demonstrate the deviant behavior. However, it is vital to realize that the school did not generate delinquency. In addition, the solution to delinquency is not guaranteed even with the implementation of the educational programs. Thus, implementation of these educational programs will either reduce or increase the issue through the way the school issues punishments and rewards.Role of the PublicThe public has an essential role in preventing delinquency through standing against youth violence. Adolescents who indicate delinquent behavior are more likely to have experience violence when they were at a young age. This violence may have been from their home s, schools through bullying. Violence may make the teenagers to become delinquents in order to escape or as revenge against violence. Therefore, the public should collectively address the issue of youth violence starting from their individual homes. Members of the public should also condemn any acts of youth violence before they destroy the whole society (SecureTeens, 2015). SecureTeens (2015) identified that there is a definite link between the difference in ethnic, social and class and youth crimes. The differences in social class and ethnicity may make the young people feel inferior to others in the society. As a result, they are unable to develop the sense of belonging, trust, end even empathy from the community. Thus, the unavailability of these feelings may make the teenagers feel like they have been rejected by a particular group thus leading to their rebellion. The teenagers may act out their frustration through disobeying the laws and breaking the rules. Therefore, members of the public should be cautious so as to not drive the teenagers to towards these destructive thoughts. Through appreciation and accepting teenagers as they are and the differences they have, the public can greatly help in reducing the rate of juvenile delinquency.Role of the GovernmentThe government, through the Coordinating Council on Juvenile Justice and Delinquency Prevention (CCJJDP), is responsible in coming up as well as coordinating the programs for preventing delinquency. The main responsibility of this council is to coordinate the programs on federal juvenile delinquency. It is also the duty of the council to determine how the state, federal as well as the local programs can best be applied in order to help youth that is at risk (Social Solutions, 2016). The Government is also responsible for training law enforcement officials on how to approach the sensitive issue of juvenile delinquency in ways that will not spark more rebellion from the teenagers. Through the combined efforts of the government, the public and the Approaches that can be taken to deal with Juvenile Delinquency There are two main approaches which can be used to deal with preventing the issue of juvenile delinquency. These methods include Individual Program and Environmental Program.Individual ProgramAccording to (McCord et al. (2001), individual program consists of using counselling, proper education as well as psychotherapy to prevent deviant behavior among the young people. This program is made up of other programs such as the clinical program, mental hygiene, education curriculum and activities and removing inferiority complex. Programs such as parental education and recreational programs are also included in the individual program. The clinical program is where clinical psychologists, psychiatrists and also social workers are employed in various sectors to try and understand the personality disorders which delinquent teenagers may have an attempt to provide the appropriate counseling. On the other hand, the educational curriculum and activities program is whereby the preventive programs are incorporated into the curriculum and activities of the school. Teachers also take part in preventive measures such as equal treatment of students as well as the provision of moral education together with the required social norms that will be applicable in the student's future. Mental hygiene program is an essential part of preventing as well as treating delinquent behavior among the young people. This program involves mental therapy which is vital in avoiding mental instabilities and facilitating the mental modification in childhood. Mental hygiene also helps in the development of a high level of sentiments as well as values in young people thus reducing delinquency. The parental education program, similarly, ensure that parents fulfil their responsibilities of providing education that will help teenagers avoid committing any crimes. Every society should guarantee that there are educational programs as well as opportunities where parents will assist in enhancing the relationship that exists in homes. In addition, this program will guide parents on the appropriate education and the right way to take care of their children. The recreational programs include activities that are meant for recreation such as dancing, karate, sports and even art among others. These activities facilitate the mix up of different youths with adults, and even youth and develop friendships. These friendships help in developing the personalities of teenagers as well as boosting their self-confidence. Finally, the removal of inferiority complexion involves the diminishing of feelings such as fear and anxiety. This program involves supporting children in order to build their good characters and confidence.Environmental ProgramThis program is whereby the main focus is on adjusting the socioeconomic conditions that are responsible for promoting deviant behavior among the youth. This program involves activities such as publicity, community programs, family atmosphere and parental care, love and affection. Community programs involve activities that attempt to connect to an individual who needs help. This program is more effective as compared to the individual approaching the workers with the wish of participating in the community activities. Publicity, on the other hand, includes the media channels such as television and magazines which present the real information on different offences. The media should protect the young people from the news that is misleading and false. In addition, publicity should not be given to delinquent teenagers in order to protect them from social stigma and give them an opportunity to get their life back on the right path through rehabilitation that is not publicized. Parental care, love and affection is a factor whereby both of the parents shower their children with the love, attention, care and affection that the children need. Provision of these factors from both parents may prevent disappointment and frustration that children may feel due to being neglected by their parents. The feelings of disappointment and frustration from parental neglect are among the main factors that lead to delinquency. Finally, family atmosphere involves factors that promote a healthy family atmosphere where there is a healthy attachment between the parents and their children. Through these activities, the parent will be more involved with their children's lives. As a result, the rate of delinquency will reduce as the children will be able to communicate with their parents as they share mutual trust and they feel like they belong to members of the family.ConclusionJuvenile delinquency has become a peril to the community. As a society, we have to be prepared to prevent this issue of juvenile delinquency. This preparation includes learning how to deal with youths and children who are maladjusted socially, those who are causing trouble at school as well as those who are involved in breaking the rules. If delinquency among the young people is not addressed, the teenagers will become habitual offenders which may become a menace to the society. Although the government has recognized juvenile delinquency as a problem that needs to be addressed, the programs initiated by the government cannot be successful unless all sectors of the society including the family, school, public and even the individual fulfill their roles.

Hispanic Gender And Gender Inequality - 801 Words

As mentioned, minority groups, more specifically Hispanics, face disadvantages when pursuing STEM because of their ethnic background. However, hispanic girls pursuing a STEM education or career, experience sexism and racism simultaneously.
